The parliamentarians and members of the Hemispheric Front for Freedom (HFF), meet here, inspired by God and joining the Cuban people in their fight for freedom.
With that purpose, the HFF PROCLAIMS the following actions and international decisions aimed at and helping put an end to the longest and cruelest dictatorship in the western hemisphere:
- Demand the immediate release of all political prisoners in Cuba, Venezuela, and Nicaragua.
- Exhort the European Union to end the financing it is providing the Cuban dictatorship by the forgiveness of its debts, extension of credits and postponement of agreed upon payment schedules. Those economic and financial resources the dictatorship uses to acquire equipment to repress the Cuban people and prolong their stay in power.
- Demand from the governments of the United States and Canada as well as from Iberian American democratic nations, exclude the dictatorships of Cuba, Venezuela, and Nicaragua from multilateral context. Those regimes do not represent their citizens therefore they should not be extended that false representation at regional conferences and meetings.
- Censure the attempt by the President of Mexico to qualify as a democracy the Cuban dictatorship. That regime cannot be democratic after being 63 consecutive years in power banning all political opposition, imprisoning those that peacefully protest including minors, which does not recognize an independent judicial system nor the right to due process, that does not tolerate freedom of expression, of press or of association, that represses those who promote or defend human rights and that expels from work every individual that expresses his opinions against the regime on social media.
- Denounce the interventionist character of the Cuban communist regime which in the past trained and promoted guerillas to tumble democratically elected governments and now looks to destabilize them by inciting and financing protests culminating in violence and damage to public property.
Additionally, the HFF:
- Expresses its strong support of heroic Ukraine in defense of its independence, territorial and cultural integrity as well as rejects the support of Russia by Cuba, Venezuela, and Nicaragua.
- Reaffirms its support of Taiwan and rejects threats and intentions of aggression on the part of China.
- Observes with concern the political situation in Peru and Bolivia where legislative maneuvering intent on legalizing the indefinite continuation of the present governments in those countries. Equally concerning is the situation in Chile where accelerated steps to eliminate the independence and balance of the three powers is taking place aiming to eliminate the Chilean democratic system.
- Alerts the people of Colombia and Brazil of the grave risk their liberties are subject to because of the participation of presidential candidates with communist ideologies and sympathizers of the Cuban regime. Their coming to power, as has occurred in other nations in the area, would initiate the weakening of democratic institutions. The communist candidates supported economically and ideologically by the nefarious Foro de Sao Paulo, has the clear objective of imposing the totalitarian communist system that has produced much oppression, poverty, and mass exodus in all the countries in which they have been in power.
- Reaffirms its support of the sovereignty and territorial integrity of the Dominican Republic and rejects a “Dominican solution” to the failed state of Haiti whose population is transferred mostly on the eastern side of the island of Santo Domingo.
- Urges the governments of the United States, France, Canada, and the EU to initiate a plan for the reconstruction of Haiti in Haiti.
Finally, the HFF encourages the opposition in Cuba to join in one united front to give body to their effort for representation which it has earned by their tenacity and heroic bravery. The world needs to see the Cuban people united in their fight for freedom.

MOTIONS APPROVED BY THE HFF
- Maintain a firm and permanent commitment to the liberation of political prisoners in Cuba, Nicaragua and Venezuela and proclaiming it in all individual and collective areas in which HFF serves in public life.
- Denounce forcefully the intent by the Cuban regime to falsify the social support it claims to provide to the Cuban people since most goods and services offered are of bad quality, expired or nonexistent.
- Take advantage of geopolitical opportunities to increase pressure or denounce with more vigor the political positioning of the Cuban regime, for example, as is the case with their support of the Russian invasion of Ukraine.
- Increasing coordination between the different democratic movements in the continent to increase the political pressure on the regime.
- That he HFF realizes the intent to create a united front of the different democratic groups and movements inside and outside the island to achieve higher potency in the message and provide a stronger support to those that confront regime agents on the streets.
- Formally request from the European Parliament an audience to explain and denounce the situation in our countries, and to demonstrate the contradictions of some governments that support the dictatorships of Cuba, Venezuela, and Nicaragua either directly or indirectly.
- Realize the next plenary session of the HHF in the Dominican Republic. Date to be announced
- Create an Interamerican Center for the Historic Memory.
